Early in May this year, the British Chambers of Commerce in China launched the inaugural Position Paper to provide advocacy and representation on behalf of British businesses operating in China. The launch of the Position Paper was in response to demand from member companies, and it was the first time that British business in China took a united stance on the business environment in China.
The Paper is the product of a process collecting the voice of British business on the regulatory barriers that they face, areas of opportunity for bilateral cooperation and recommendations for market access reform. Since its launch in May, the Paper communicated the needs of British business to the UK and China governments and brought positive effect in helping to encourage further dialogue and enact meaningful change. In the past two months, a delegation of members of the Chambers have presented the Paper to a number of key governmental officials in both China and the UK, including:

- Mr. Yu Yuantang, Deputy Director General, Department European Affairs, Ministry of Commerce of China
- Madam Bao, Minister Counselor, Chinese Embassy to the UK
- Mr. Fang, Chairman, Chinese Chamber in the UK
- Richard Graham MP, Chair of All Party Parliamentary China Group
- Baroness Fairhead CBE, Minister for Trade and Export Promotion, Department for International Trade
- Richard Burn, HM Trade Commissioner to China
- Sir Tom Scholar, Permanent Secretary of HM Treasury
- Adam Marshall, Director General, British Chambers of Commerce in the UK

In a career spanning 30 years, Ray has lived & worked in China for 19 of them and before Gleeds worked for ABB, Johnson Matthey and ICI. Ray was Chair of the Construction & Property Focus Group for the British Chamber Shanghai; as well as being active with the Manchester China Forum & the Chamber’s Manchester Working Group; he sits on the Advisory Board of the University of Nottingham Ningbo Campus. Ray was co-author of the inaugural Position Paper on behalf of all four British Chambers in China and was part of the London outreach delegation presenting the Paper to the UK government and other stakeholders.
Rosie Hawes
Partner, Control Risks; Chair, British Chamber Shanghai
Rosie Hawes is a Partner in Control Risks’ Compliance, Forensics and Intelligence practice in Greater China and North Asia. In this role, she leads a team of consultants in advising clients in areas of business intelligence, pre-transaction due diligence and reactive investigations. Rosie has more than a decade’s experience conducting comprehensive due diligence research and enquiries across all major sectors.
Prior to this role, Rosie ran the Moscow-based Russia and Central Asia Compliance, Forensics and Intelligence team, where, in addition to leading pre-transaction due diligence and business intelligence projects, she was responsible for managing fraud investigations and anti-corruption training. Before joining Control Risks, Rosie worked at the British Embassy in Moscow as deputy head of the Organised Crime Liaison Office for Russia, Ukraine and Belarus.
Rosie is a member of the Association of Certified Fraud Examiners (CFE) and the Association of Certified Anti-Money Laundering Specialists (CAMLS). She has a master’s degree in terrorism studies from the Centre for the Study of Terrorism and Political Violence at the University of St Andrews, focusing on terrorist financing and an MBA (China) from Jiaotong University. Rosie speaks native English, fluent Russian and is currently studying Mandarin.

Nicholas has worked in the property industry in France, Vietnam, Singapore and China, and has headed Knight Frank’s Asia Pacific research for the last five years. A regular commentator on the property industry in international media, Nicholas looks forward to working with the committee to ensure the Chamber acts as a clear and powerful voice for British business in China.

St. John has over 15 years’ experience in Beijing working with foreign companies operating across China, and Chinese companies going global.
