As business grows increasingly reliant on online systems, cybersecurity and its regulation has never been more critical to commercial operations worldwide. In China, the past few years have seen authorities regulate the previously ungoverned area of data and cyberspace in China through measures such as the 2017 Cybersecurity Law. In 2018, British business ranked cybersecurity as the most pressing challenge in BritCham's Member Sentiment Survey, reflecting the far-reaching ramifications for foreign business that the law will have, with such issues as cross-border data restrictions, unclear legislation and a lack of confidence in data protections taking their toll.


How can business understand these laws, and how can they manage this? What has led up to where we are now and what direction can we expect regulation to take in the future? Two cybersecurity experts answer questions, present their thoughts and sit for a panel discussion with industry.

    She is a leading expert in the cybersecurity advisory services, especially in the China market.   Her area of focus include Security Strategy and Planning, Security Architecture, Security Governance and Compliance, IT Risk Management, Data Security, and Security Operations etc.
    As a executive member of OSAC ( China Oversea Security Advisory Council),her current research topics include Digital Risk Assurance, Data Leakage Protection, Identity & Access Management, Business Continuity Management, Cloud Security and Mobile Security. These work are helping companies in dealing with the cyber risks as part their digital transformation.

    Barbara Li is a partner based in the Beijing office of Norton Rose Fulbright LLP, specialising in corporate and TMT regulatory and legal matters. She has counselled many multinational enterprises and financial institutions on cybersecurity, data privacy and complex IT and outsourcing projects. She is also highly skilled in advising on cross-border corporate and commercial matters, mergers and acquisitions, joint ventures, development of major projects and drafting and negotiation support on major transactions.
    Barbara leads the firm’s award-winning China TMT and FinTech practice and she is noted for her “extensive experience in complex TMT regulatory issues” by Legal 500 Asia Pacific 2019. She is recommended as a leading individual for M&A transactions in the China market by Legal500. In addition, she is ranked as a recommended practitioner in the 2011-2018 editions of IFLR 1000 and the 2010-2011 editions of PLC Which Lawyer. Barbara is regularly invited to industry platforms to speak on China regulatory and legal developments in the TMT sector. Because of her deep knowledge and expertise in China cybersecurity and data privacy matters, she is appointed the vice-chair of the Cybersecurity Sub-working Group of the EU Chamber of Commerce.
    Barbara has practised in the Beijing and London offices of leading international law firms for almost 20 years and has previously worked as a senior in-house counsel at Ericsson (China) Co. Ltd.
    She is admitted as a solicitor in England and Wales and also holds the PRC Bar Qualification Certificate. She is bilingual in English and Chinese.
