Harry leads the policy work in the Chamber, including responsibility for our flagship policy papers and our outreach with the UK government. Prior to joining the Chamber in 2023 Harry spent six years working in public affairs supporting clients to understand policy developments in the UK, EU and China. He is the co-author of the British Business in China: Sentiment Survey 2023-24.

Anne Wang is chief operating officer, Greater China at APCO Worldwide and is based in Beijing. She serves a variety of health care clients by providing strategic counsel in corporate communication, marketing communication, media relations, crisis management and stakeholder engagement.

Before joining APCO, Ms. Wang was a part-time consultant with Plan International, one of the oldest and largest international NGOs in the world. She advised on stakeholder engagement, program design and government relations for corporate responsibility projects sponsored by business-to-business companies.

She also worked as a senior project officer in the Health Human Resources Development Center of China’s Ministry of Health, where she was responsible for international cooperation, policy analysis and event organization. She worked with various partners, ranging from government and nongovernmental organizations to multinational companies.

Ms. Wang graduated from Tianjian Medical University with a bachelor’s degree in clinical medicine and studied psychoanalysis at Essex University in the UK for one year after graduation. She is fluent in English and Mandarin.

As Director of Central Govt Affairs, her job is to engage senior Chinese leaders via high-level international platforms, such as Boao Forum for Asia, China Development Forum and so on. She has also been engaged in policy advocacy via various channels, such as relevant central govt departments, chambers of commerce, embassies, state media, etc.
Before working with AstraZeneca, she had worked with People’s Daily for many years.
She got her M.A. in International Political Economy in the University of Warwick, UK.

ZHANG Hong is the Vice President for Shell China leading the Strategy and M&A for the Downstream and New Energies businesses.

Her passion is to contribute to the world's Energy Transition and net carbon zero emission targets. Hong is a seasoned business leader with over 20 years management experience in strategy and planning, finance management and M&A. In the past 20 plus years, she took various roles in the Shell Group both in the headquarter functions in London as well as in front line operating companies and joint ventures in China.
