Harry leads the policy work in the Chamber, including responsibility for our flagship policy papers and our outreach with the UK government. Prior to joining the Chamber in 2023, Harry spent 6 years working in public affairs supporting clients to understand policy developments in the UK, EU and China.

Grace Lang joined the Rolls-Royce China Holding Ltd as Vice President for Corporate Affairs, Greater China in April 2025. In this role, she leads the company’s policy and partnership engagement with government stakeholders, working to protect and unlock value in alignment with Rolls-Royce’s strategic priorities in the region.

Prior to joining the company, Grace served as Deputy Director of Policy, Advocacy and Government Relations at the Gates Foundation China Country Office (2021-2025), where she oversaw critical government engagement and led the implementation of the foundation’s policy advocacy initiatives.

From 2003 to 2021, Grace held senior roles across research, innovation, and government relations, including as China Director for UK Research & Innovation (UKRI), forging and coordinating bilateral and multilateral partnership programs involving China in sectors such as health and life sciences, energy and environment, representing at the highest level in China.

Grace holds a BA and MA in English Language and Culture from Sichuan International Studies University (SISU) where she also lectured early in her career. She later earned an EMBA from the China-Europe International Business School (CEIBS) in Shanghai.

St. John provides counsel to Chinese and foreign companies on matters related to public affairs, issue and crisis management, cross-border mergers and acquisitions, antitrust, and long-term corporate reputation management. He works closely with clients managing risk associated with their operations in China.

He has been based in Beijing since 1999 and through that time has worked with a wide variety of foreign companies operating in China and Chinese companies building global operations.

St. John joined Brunswick in 2008 following seven years at APCO Worldwide in Beijing where he advised foreign multinationals on investment, public affairs, government engagement, and corporate communications issues across China.

St. John is Chairman Emeritus of the British Chamber of Commerce in China and served as Chairman of the Chamber from 2019 to 2021. He continues to sit on the Executive Committee and be actively engaged in cross border matters.

Chris Torrens is a recognised expert on China’s geopolitical and compliance issues. As the Beijing-based managing director of APCO’s Greater China operations, Chris brings unique insights to support both multinational companies operating in China and Chinese companies going global, with a particular focus on political and regulatory risks.

Before joining APCO, Chris worked at Control Risks for 22 years, serving as partner in the Greater China and North Asia region. Before this role, Chris was based in London as the partner responsible for the geopolitical risk practice for Europe, the Middle East and Africa. Chris previously worked as a Shanghai-based associate director in PricewaterhouseCoopers’ advisory practice and as the Hong Kong-based head of research at Batey Burn, a UK government relations and public affairs consultancy acquired by APCO in 1999.

Chris is a regular media commentator and has been interviewed by the BBC, CNN, CNBC, CGTN and Bloomberg. His articles have appeared in the Economist, Financial Times and specialist publications and his book, Doing Business in China, was published by The Economist Group in 2010.

Chris has lived in Greater China for more than 20 years. He holds an MBA from the China-Europe International Business School, a BA Honours degree in Modern Chinese Studies from Leeds University and speaks Mandarin.

Chris has served as Chair of the British Chamber of Commerce in China since June 2025, having served as Vice Chair since 2022.

Graeme Wallace is the Managing Director of the British Chamber of Commerce in China. With extensive experience in the sector, he previously led commercial operations at the European Chamber of Commerce in China. After five years away from Beijing, during which he pursued further education and worked in the UK’s vibrant start-up sector, Graeme has returned to the region to continue driving impactful business engagement between the UK and China.

Graeme holds an MBA from the University of Cambridge’s Judge Business School, where he chaired the Public Policy Special Interest Group, and an MA from the University of St Andrews’ School of International Relations. He is proficient in Chinese and maintains a strong interest in research related to China’s global engagement. Outside of work, Graeme is a qualified kettlebell coach.
