Cerian Foulkes has been in post as the UK’s intellectual property attaché to China since May 2019. In this role, Cerian provides strategic oversight of UK-China IP-related activity, as part of the UK Intellectual Property Office’s international IP attaché network in India, Brazil, USA and South East Asia.
Prior to joining the Intellectual Property Office, Cerian was Senior Innovation Policy Officer for the UK’s Science and Innovation Network in China, and worked in the China team of the UK’s Research Councils.

Cerian Foulkes has lived and worked in China for over 9 years. She graduated from the University of Edinburgh in 2018 with a MA (Hons) in Mandarin and Spanish.

Andy earned his stripes in Greater China as an investor, entrepreneur and policy analyst. He was one of the first investment professionals to join Morningside Ventures in the early 1990s where he helped formulate the group’s investment strategy and played a key role in the post-investment management of portfolio companies in health care, media and education.

Subsequently, he joined the RAND Corp where, under the leadership of Zalmay Khalilzad (former US Ambassador to Afghanistan, Iraq and the UN), he helped research and publish the influential and widely cited monograph "The United States and a Rising China: Strategic and Military Implications".

Andy is currently a non-resident Fellow at the Center for China and Globalization (CCG), ranked as one of the top 100 think tanks in the world by the Think Tank and Civil Societies Program at the Lauder Institute of the University of Pennsylvania. At CCG he concentrates on technology and its impact on great power relations and the rise and fall of empires.

Ross is a Senior Consultant in Rouse Consultancy, a leading international IP services business, and is responsible for managing its research and analytics team as well as developing its business intelligence capabilities. Ross has been living and working in Beijing since 1999.
Before re-joining Rouse at the beginning of 2018 he was a Director in the Forensic and Litigation Consulting Practice of FTI Consulting, an independent global business advisory firm, dedicated to helping organizations manage change, mitigate risk and resolve disputes: financial, legal, operational, political & regulatory, reputational and transactional.
Ross specialises in managing complex research and consulting assignments involving the strategic management of intellectual property, business and market intelligence, compliance, brand integrity and other risk consulting services. Ross continues to be responsible for leading the IP portfolio and brand protection strategies for a number of leading multi-national confectionary, pet nutrition, pharmaceutical, technology, healthcare, apparel and manufacturing companies in China.
Ross holds a Master’s degree in Technology and Intellectual Property Law from the University of Liverpool, UK.

Wing Yu has worked at JLR since 2009 and is currently Executive Vice President, responsible for Legal and Compliance.

Wing supported all the milestones of JLR’s journey in China including setting up China sales company, Joint Venture and current holding company. He is also manages legal issues as well as crisis management, compliance and IP issues.

Wing has worked for companies including Continental AG and Timken Company, as well as for law firms.
